Definition

CRUKS is the national gambling self-exclusion system in the Netherlands. Once a player is registered in CRUKS, all licensed online casinos, physical casinos, and slot machine arcades are strictly mandated to deny them access and betting privileges. As a core component of the Dutch responsible gambling framework, it became a legal requirement following the enforcement of the KOA (Remote Gambling Act).

How the System Operates

Voluntary Registration by Players

  • Registered via the DigiD identity system (Dutch digital identification).

  • Non-Dutch residents can register using documents such as a passport.

Mandatory Verification Mechanism

Licensed operators must query the CRUKS database at the following checkpoints:

  • Upon player registration

  • Every time a player logs in

  • During identity re-verification

Third-Party Exclusion Requests

  • Family Inclusion

  • Medical institutions

  • Licensed operators (in extreme cases)

Exclusion Period

Typically lasts for 6 months or longer, and the exclusion is irreversible during this designated period.

Industry Impact

  • It stands as one of the most stringent responsible gambling frameworks in Europe.

  • Significantly reduces the population of individuals suffering from gambling addiction.

  • Imposes rigorous system integration and technical compliance costs on operators.

  • Failure to enforce checks properly can lead to administrative penalties or license revocation by the KSA (Dutch Gambling Authority).

Common Misconceptions

Misconception 实情
CRUKS is merely a voluntary system. Querying the system and denying service to listed players is strictly mandatory.
It only applies to online gambling. It simultaneously applies to both online casinos and physical land-based casinos/arcades.
Players can resume gambling immediately after opting out. Players must typically fulfill the minimum lock-in period (6–12 months) before exclusion can be lifted.
