Definition

CFT (Combatting the Financing of Terrorism) refers to the regulatory requirements designed to prevent platforms and financial systems from being used to fund terrorism or terrorist organizations. Because online gaming platforms involve high volumes of cash flow and cross-border transactions, AML/CFT is considered one of the most stringent regulatory pillars.

Mechanism

The CFT system primarily monitors the following behaviors and operates in conjunction with KYC (Know Your Customer), EDD (Enhanced Due Diligence), and Risk Tagging:

  1. Abnormal Transactions: Large or frequent deposits and withdrawals.

  2. Suspicious Structures: Cross-border transfer patterns that lack transparency.

  3. Agent Risks: Agents using player accounts as "stepping stones" for fund movement.

  4. High-Risk Sources: Use of banks or virtual currency wallets from high-risk jurisdictions.

  5. Unclear Origins: No clear Source of Funds (SOF) or Source of Wealth (SOW).

  6. Low Engagement: Large deposits followed by minimal betting activity before withdrawal.

Usage Scenarios

  • KYC Screening: Verifying the identity and background of users.

  • Crypto Monitoring: Tracking the flow of virtual assets and deposits.

  • Large Withdrawal Audits: Ensuring funds are not being diverted for illegal activities.

  • Internal Risk Checks: Reviewing the security of various agent and affiliate models.

Risk / Compliance Points

  • High Sensitivity: One of the most scrutinized areas by global regulators.

  • Severe Penalties: Violations can lead to maximum-tier fines (regulators like MGA or UKGC have issued fines exceeding 10 million Euros).

  • Data Retention: Regulatory laws require transaction logs to be kept for at least 5 years.

  • Verification Capability: Systems must possess the ability to verify SOF (Source of Funds) and SOW (Source of Wealth).
