Brazil's SPA licensed 14 definitive and 52 provisional operators. Andy explains No. 0001 Betano, the 5-year BRL 30M term, 36% taxes and Yield Sec's 72% warning.

News Brief

Folks, I tell you, what’s been the hottest word in our iGaming circle these past two years? If you ask me, it has to be "Brazil"! Everyone out there thinks it’s the next Las Vegas, with gold lying all over the ground. And the result?

Back at the end of 2024, just as everyone was getting ready to ring in the new year, Brazil’s Ministry of Finance (SPA) slapped down its first big list with a bang and gave the whole industry a "New Year’s surprise," splitting platforms into licensed "inner-circle regulars" and "temps" who could be shown the door at any moment. Before, we’d only heard that the Brazilian market was big — who’d have thought the entry fee and taxes would be so frighteningly high too?

That news made a big splash at the time, so why has yours truly dug it up to talk about again lately? Because not long ago Yield Sec published its "Brazil iGaming Market Analysis 2025-2026" report, which plenty of industry friends have been passing around again. The report is like a bucket of ice water — it rips the fig leaf right off: just last year, in 2025, more than half the Brazilian betting market (51%) had already been snatched away by black-market platforms! Worse still, with this year’s (2026) World Cup arriving, those unlicensed "back-alley" operators are hiding in the shadows, grinning — waiting to strike it rich!

After reading this report, I bet plenty of brothers who’ve just rented an office in São Paulo and are getting ready to buy an entry ticket and go big are feeling a chill down the back of their necks, right? More than half the territory is already lost — can we still get any meat if we go in? Or are we just going in to be stepping stones for the black market?

So today yours truly will use the Brazilian Ministry of Finance’s latest official documents to break down this list worth BRL 2 billion (the total "toll money"). What does that mean? That’s a "big list" worth about US$372 million. We need to take a good look at which "royals" got the number-one pass, and which brands we know are still hopping around in the "pending zone"? Most importantly, is this pricey "entry ticket" still worth buying now? And we also need to talk about those "black-market platforms" grinning in the shadows.

Lately that PDF from the Brazilian Ministry of Finance has been causing a stir again, and lots of people ask me: what do these numbers actually mean? The PDF is so unclear — which companies got a definitive licence and which got a provisional one? Andy, you’re not just talking nonsense, are you?

Folks, I tell you, market analysis can’t rely on "I heard" — you have to look at "official announcements"! In our line of work you need the same ferocity as "a wife checking up on her husband" — not the kind that just scrolls through your social feed and calls it a day, but the kind that turns the house upside down, determined to dig out that pair of red underpants today, leaving nothing unchecked. So today yours truly went straight to the Brazilian government’s website and the Official Federal Gazette and closed the evidence loop for everyone. If I still couldn’t tell who’s an "inner-circle regular" and who’s a "temp," wouldn’t all the tuition I’ve paid these years have been wasted?

Who Exactly Is No. 0001?

When you look at that official PDF, go straight to number 0001/2024. Who got this "license plate No. 00001"-level authorization? Betano! Right behind it are Superbet (0002) and Sportingbet (0004) — these were the first to put the money down and the first to finish integrating with the facial-recognition system. In Brazil, these numbers are basically a "get-out-of-jail-free card."

Official Sources and the Chain of Evidence

On this one, we won’t play around — let’s go straight to the official announcements and reports from Brazil’s mainstream authoritative media.

1. Official announcement: Betano confirmed as No. 0001

  • Source: Kaizen Gaming (Betano’s parent company) official global press release.
  • Content: On December 31, 2024, Kaizen Gaming formally announced that its brand Betano had received the first (No. 1) licence issued by Brazil’s betting regulator.
  • Original link: Betano secures online betting license No 1 in Brazil – Kaizen Gaming
  • Key evidence: The release explicitly states: “officially issued the first license in the country.”

2. Authoritative media report: 14 definitive vs 52 provisional

  • Source: G1 (Globo) — Brazil’s largest news portal, roughly the equivalent of a national broadcaster’s news site.
  • Content: On December 31, 2024, the Secretariat of Prizes and Bets (SPA) of Brazil’s Ministry of Finance published a series of ordinances in the Official Federal Gazette (DOU). The report clearly states that the authorities granted 14 companies "definitive authorization (caráter definitivo)" and another 52 "provisional authorization (provisoriamente)."
  • Original link: Governo divulga lista de ‘bets’ autorizadas a atuar no Brasil – G1
  • Key evidence: The report clearly draws the line between the "14 definitive" and "52 provisional," and mentions that definitive authorizations are valid for 5 years.

3. Brazilian Ministry of Finance website: evidence for the "numbering logic"

  • Source: Gov.br (Brazilian government website — SPA section of the Secretariat of Prizes and Bets).
  • Content: In the ordinances (Portarias de Autorização) issued by the SPA, each approved company is assigned a number. In line with Brazilian administrative-law practice, these numbers (such as 0001/2024) are ordered by when the approval was completed and recorded.
  • Evidence link: SPA emite autorizações definitivas – Portal Gov.br
  • Key evidence: This February 2025 update mentions that the number of definitive authorizations grew from 14 at the start of the year to 35 (as of mid-February 2025), confirming that the numbers really are "first come, first served — issued as soon as reviewed."

Why Is It Called "Definitive" When It Only Lasts 5 Years?

1. "Definitive" means: you’ve been made permanent — no longer an "intern"

A young brother asked: "Huh… one minute it’s a definitive authorization, the next it’s only 5 years — you’ve got me totally confused." Don’t worry, yours truly will go find a Brazilian girl right now for an in-depth chat and get it straight first. In the Brazilian government’s terminology, "definitive authorization (Autorização Definitiva)" is used specifically to distinguish you from the "temps (Provisória)" who survive on court injunctions or provisional applications.

  • Provisional authorization: Like living together before getting married — not only can you be thrown out at any time, you even have to use someone else’s domain.
  • Definitive authorization: Means you’ve already paid the BRL 30 million "wedding gift," and your back end has completed its "deep integration" with the Brazilian Ministry of Finance. That’s "operating with a licence" — your status is settled.

2. The "5-year term" means: your "property deed" expires and has to be renewed

This is really a word game played by the Brazilian regulators. Even though you’ve passed the assessment (definitive status), the document itself has an expiry date — same as our ID cards and driving licences.

  • Re-signing on expiry: Brazilian law (Law No. 14.790/2023) clearly sets the maximum authorization period at 5 years. When it expires, you have to pay BRL 30 million all over again and go through another full "medical check-up."
  • The regulators’ calculation: These old boys are very shrewd! What if over those 5 years you go bad, get into money laundering, or your technology falls behind and you get hacked? Setting a 5-year term means they can take a cut of your flesh every few years, and check along the way whether you’re still the "pure" operator you were at the start.

3. Frankly: a "top-tier sucker’s franchise" harvested every 5 years

Brother, you can think of it this way: "definitive" means you’ve finally made it in and won a permanent seat at the big card table; and the "5 years" is there to remind you that every 5 years you have to pay to replace the tablecloth on that table.

What About Those 66 Authorized Websites?

You may have seen "66 authorized websites" in some news reports — brother, read carefully:

  • Apart from those 14 definitive ones, the remaining 50-odd actually hold "provisional licences" (Provisional Authorization).
  • Although these platforms are all open, they’re really still in the SPA’s "probation period."
  • Here’s the painful part: these temps must connect all their back-end data, real-name verification and anti-money-laundering systems to the Brazilian government’s API within the next 60 days. Anyone who can’t connect, however famous, faces a 90-day ban or even being kicked out altogether.

Many of those on the long list at the back of the PDF haven’t really secured their place yet. Either they’re still submitting technical documents, or they only squeezed onto the list by suing in court.

How Brutal Is This "Harvest"?

Folks, don’t just envy the list — once you look at the tax bill you won’t want to get on it.

  • GGR 12.5%: That’s the headline tax.
  • 36% overall tax rate: Add all the miscellaneous fees, and by the National Association of Games and Lotteries (ANJL)’s calculation, for every three bucks you earn, you hand over more than one to President Lula.
  • Players get cut too: Players winning more than BRL 2,824 have to pay 15% personal income tax out of their own pocket. What are players supposed to think? They’ll definitely think: "I’d be better off playing on a black-market platform!"

That’s why the Yield Sec: Brazil iGaming Market Analysis 2025-2026 report says that by the end of 2026, the illegal market’s share in Brazil could actually rise to 72%. That’s not regulation — that’s driving players away!

Why 72%?

You’re surely puzzled: with regulation in place, how has the illegal market become even stronger? The Yield Sec report gives three painful reasons — let’s translate them into plain talk:

1. "Taxes are so harsh the sheep have been sheared bald"

The report mentions that the Brazilian government charges both a 12%–18% GGR tax and a 15% personal income tax on players. To avoid losing money, licensed platforms can only lower their odds and cut back on perks.

  • Andy’s rant: Players aren’t stupid! If a black-market platform pays odds of 1.95 and your licensed platform only gives 1.80 because of taxes, players will stamp their feet: "Forget it, I’ll go play on the black market — isn’t a bit more beer money nicer?"

2. The "regular army" has its hands and feet tied

Licensed platforms have to do real-name checks, facial recognition, and can’t accept credit cards.

  • Andy’s rant: Over on the black market anything goes — scan a code and you’re playing. It’s like a proper restaurant having to check health certificates and make you scan in, while at the street stall you just sit down and eat. Someone who’s starving will definitely head for the street stall.

3. The 2026 World Cup "catalyst"

The report specifically notes that 2026 is a World Cup year.

  • Andy’s rant: At a time of nationwide celebration like this, traffic grows exponentially. Black-market platforms have low costs and ads everywhere; the regular army is timid, so the result is that the fat prize of the World Cup ends up mostly snatched by the illegal market (an expected 72% of bets eaten by the black market).

Andy's Chit-Chat

Folks, these past two years in the iGaming circle, if you hadn’t rented an office in São Paulo and hired a couple of Portuguese-speaking girls, you’d be too embarrassed to say you were going global. But now that this list is out, yours truly thinks this isn’t so much issuing licences as it is a "guide to giving up."

1. What’s an "inner-circle regular"? A "get-out-of-jail-free card" bought with real gold and silver
Look at Betano and Superbet — why do these "royals" get to be 0001 and 0002? Because they were the first to slam down BRL 30 million (tens of millions in our money!) and "deeply integrate" their back-end data and facial-recognition systems with the government’s network. It’s like how you used to need a "good citizen" pass to get into the city — these 14 companies now strut around with "Beijing A" licence plates. The remaining 50-odd "temps" are only on "probation" for now; whether they get made permanent depends on whether they can clear the government’s technical hurdle in the next 60 days.

2. "Definitive" isn’t definitive — it all depends on whether there’s still money in your pocket
The government calls it a "definitive authorization," but brother, don’t take it at face value. The thing is only valid for 5 years! It’s like renting a shopfront: when the 5 years are up, the contract is void, and you have to pay that 30 million "wedding gift" again and go through the "full medical check-up" again. Frankly, that’s called "a top-tier sucker’s franchise harvested every 5 years." The authorities are telling you: this turf is mine — want to set up a stall here? Every 5 years you have to come and pay your respects again.

3. Taxes fierce as a tiger — players want to "run"
What hurts most? The taxes are like "bandits raiding the village." GGR takes 12.5%, the overall rate heads toward 36%, and even when players win a little, anything over BRL 2,824 gets another 15% income tax shaved off. Let yours truly give you an example: on a licensed platform you win 100 and maybe 80 lands in your pocket; on a black-market platform you win 100 and get 100 — and the odds may even be better. So who’s stupid, the players or the government? It’s like eating at a proper restaurant where you have to scan in, show ID and pay surcharges, while the street stall next door is cheaper and throws in an extra egg — a starving gambler is definitely diving into the street stall!

4. The 2026 World Cup: the regular army’s "Waterloo"?
The Yield Sec: Brazil iGaming Market Analysis 2025-2026 report predicts the illegal market’s share will reach 72% by the end of 2026, and yours truly isn’t the least bit surprised. The regular army has to do real-name checks, risk control and anti-money laundering, with hands and feet trussed up like a rice dumpling; the black market? Scan and play, ads flying everywhere. By the end of this battle, the regular army may still be filling in its filing forms while the black market has already carried the fat meat home.

Andy’s last couple of words: The Brazilian market really is a fat piece of meat, but that meat is full of steel needles. If you don’t have the backing of BRL 30 million and the ability to handle the Brazilian government’s technical work, yours truly advises you to take it easy. Don’t end up not striking gold and losing even your flight home in that 36% tax! Meeting adjourned! Take care of yourselves, everyone!

Frequently Asked Questions

Which company received the first betting licence issued by Brazil's Ministry of Finance at the end of 2024?

The first betting licence issued by the Secretariat of Prizes and Bets of Brazil’s Ministry of Finance at the end of 2024, numbered 0001/2024, went to Kaizen Gaming, the parent company of Betano. This first list included 14 "regular army" operators with definitive authorization, and Betano was the industry leader among the first to put the money down and pass the facial-recognition system integration.

What conditions and term does the "definitive authorization" in Brazil's betting market actually involve?

In Brazil’s betting market, "definitive authorization" means an operator has paid the BRL 30 million fee and completed integration with the government API to shed its provisional status, but the licence itself is only valid for 5 years. This means operators must pay again and undergo a full check-up every 5 years — in essence a franchise that is harvested every 5 years.

According to the 2025–2026 market analysis report, why is the share of Brazil's illegal betting market expected to grow?

The share of Brazil’s illegal betting market is expected to rise to 72% by the end of 2026, mainly because of high taxes and compliance restrictions on the licensed market. Licensed platforms face an overall tax rate as high as 36%, players winning more than BRL 2,824 must pay 15% income tax, and the regular army is tied up by real-name checks and other conditions — driving large numbers of players and traffic to low-cost black-market platforms that require no verification.

What time and technical requirements has Brazil set for operators with provisional betting authorization?

The 50-plus operators with provisional authorization must connect all their back-end data, real-name verification and anti-money-laundering systems to the Brazilian government’s API within the next 60 days. If they cannot connect on time, these temps face a ban of up to 90 days or even being kicked out of the local market altogether.
